It’s not possible to hack a cell phone remotely unless you install the spy software on it. Otherwise you need to trick the victim and make him install the spy software by himself.

Hi you can send it via email. And once they download and run the program it will get installed within a few seconds and starts working in the background. However it is better to install it personally if you have physical access to the phone.
